Parameter Sets
Versioned projection assumptions. Every change needs a reason and a second admin's approval.
Internal staff tool. The active set governs every projection the engine runs, so a set can only be approved by an admin other than the one who proposed it. Decisions are permanent — a rejected or superseded set is kept as the record that the change was considered.
